• June 3, 2025: 25% tariff imposed on aluminum and steel products from all countries except the UK (Proclamation No. 10947).
• June 16, 2025: Department of Commerce added 8 categories of steel derivative products to the tariff list (HTSUS Chapters 84, 85, 94).

Special Scenario Handling:
• Bonded Warehouse Goods: Goods entered into a bonded warehouse (under privileged foreign status) before June 23, 2025, but withdrawn for consumption on or after June 23, 2025, are subject to the above tariffs.
• Dually Covered Products (e.g., Welded Metal Racks): Must satisfy both Steel and Aluminum tariff declaration requirements.
1. Steel Value Calculation: Tariffs are levied on the value of the steel component within the product (not the total product value). Calculation method per Customs Guide CSMS #65236374.
2. Non-Refundable: Tariffs collected under Proclamation 10896 are non-refundable.
3. Aluminum Product Cross-Management: Some products (e.g., Welded Metal Racks) require simultaneous compliance with Aluminum tariff rules.
• Immediate Self-Check: Confirm if imported products fall under the new 8 derivative categories.
• Origin Traceability: Determine if steel raw material originates from the US (eligible for 0% rate).
• Declaration Update: Use the correct tariff codes (9903.81.91 / 98 / 92) for tariff declaration.
