1. U.S. Customs Halts IEEPA Tariffs
On February 22, 2026, around 10:00 PM EST, U.S. Customs and Border Protection (CBP) issued a notice via its Cargo Management System (CMSMS) informing importers that, starting February 24, 2026, at 12:00 AM EST or later, all tariff codes associated with previous IEEPA-based orders issued by President Trump will be deactivated.
The relevant executive orders include:
EO 14193 – Addressing obligations related to illegal drug flows across the northern border, 90 Fed. Reg. 9113 (Feb 1, 2025), as amended.
EO 14194 – Obligations for resolving the southern border situation, 90 Fed. Reg. 9117 (Feb 1, 2025), as amended.
EO 14195 – Imposing responsibility on the People’s Republic of China’s synthetic opioid supply chain, 90 Fed. Reg. 9121 (Feb 1, 2025), as amended.
EO 14245 – Tariffs on imports from Venezuela’s national oil sector, 90 Fed. Reg. 13829 (Mar 24, 2025).
EO 14257 – Reciprocal tariffs on imported goods to correct persistent and large-scale U.S. trade deficits, 90 Fed. Reg. 15041 (Apr 2, 2025), as amended.
EO 14323 – Tariffs targeting Brazil in response to threats against the U.S., 90 Fed. Reg. 37739 (Jul 30, 2025).
EO 14329 – Tariffs targeting the Russian Federation in response to threats against the U.S., 90 Fed. Reg. 38701 (Aug 6, 2025), as amended.

On February 21, 2026, President Trump posted on his social media platform “Truth Social” that the 10% global import tariff would be raised to 15%.
Trump stated:
“Following a full, detailed, and comprehensive review of the Supreme Court’s February 20 ruling on tariffs—which is absurdly worded, extremely anti-American, and utterly flawed—we will immediately raise the current 10% global tariff to the fully allowed, legally validated 15% level.”
He further explained that in the coming months, the U.S. government will announce new legally permissible tariff measures.

The 15% rate represents the statutory maximum allowed under Section 122.
This aggressive move came the day after Trump secured the legal authority, surprising both foreign governments and even White House staff.
Although Section 122 tariffs have a 150-day limit, the Trump administration could theoretically restart them after expiration, creating a potentially indefinite tariff cycle.
Additionally, the administration has initiated new investigations under Section 301 (unfair trade practices) and Section 232 (national security) to prepare future rounds of tariffs.
This move signals a heightened and ongoing U.S. trade enforcement strategy, catching global partners off guard.
